Québec Premier Jean Charest calls an election December 8th.

Federal election = who's going to run the country

Provincial election = who's going to run a given province or territory (in my case it's Québec)

I got that part, I'm just confused how an election can be declared. I've been very wrapped up in our elections and haven't paid attention to much else. Not being a good world citizen on my part.

Oh, we don't have fixed electoral dates here. The party in charge can basically declare elections whenever the hell they want, within certain restrictions.

Okay. Now it makes sense why he can declare an election. Are one of those restrictions that they have to have elections every so often? Because if it were here I could totally see the majority party deciding not to have elections so they could stay in power, but I'm cynical.

Not that our Government would pay attention to fix dates, even if they did create the law in the first place. They proved that with the last election.

I was thinking last night that Our election would have been different if it would have been called after the American one.

I'm so glad the American one turned out the way it did. I'm so sorry to the world for electing Bush (I didn't vote for him) and I would have been sorrier if we elected McCain since he voted with Bush on so many issues that it wouldn't have been change.

In Canada (and, I believe, any country whose Parliament runs on the Westminster system), an election can be called at any time by the executive. That in theory is HM the Queen, as represented by the Governor-General (federal) or a Lieutenant Governor (provincial). In practice, the GG or LG does so at the request of the Prime Minister or Premier, or when the current government fails to pass a budget bill, or loses a vote of confidence.

This means that the incumbent party generally has a huge advantage in being able to call a snap election (less than five weeks!) whenever desired. At any time.

The government needs to bloody well stay where it is. As much as I'm not thrilled with the current minority conservative government, I would be even less thrilled at the idea of going through the whole stupid process AGAIN just because none of our parties can set aside enough of their differences to form proper coalitions.
