They were selling them for a little while not so long ago. They put some up for sale about every six months in order to raise cash for LiveJournal. :)

I also promised myself I'd sharpen my (non existent) HTML skills if I bought an account.

And add on this for Permanent Accounts:
Permanent Accounts are usually given to LiveJournal developers or users who have contributed a significant amount of time or money to the project. In addition to having full access to the Paid Account benefits with no set expiration date, Permanent Account holders have the ability to:
* Upload up to 15 usericons, rather than the 10 allowed to Paid Accounts.
* Add 30 units worth of syndicated feeds, rather than the 10 allowed to Paid Accounts
* Generate 5 invitation codes per month.
