Um, WHAT?!?

So, let me repeat: WHAT?!?!
My mother thinks Logan is being set up, because he's such a spineless jellyfish it makes no sense that he'd be behind everything.
It doesn't make sense to me, I have to admit. It would mean that Walt Cummings was a blithering idiot who never realised he was working with the same terrorists who were working with the President. As appalling as Walt was, I don't think he was that much of a blithering idiot.
Also, Logan has been a spineless jellyfish since Season 4. Where did he suddenly grow the cojones to deal with terrorists, no matter what kind of motivation he thinks he has? It seems completely out of character for him.
The only half-baked explanation I can come up with is that Logan is doing this in some sort of really stupid effort to consolidate his own authority over the country, or something.
My mother and I concluded that we just didn't get it.
Me: "There are wheels within wheels, obviously."
My Mother: "Too many wheels, if you ask me."
Me: "Don't worry: Jack will shoot the wheels until there are only four left, the way there should be."
