YES Montreal (Youth Employment Services) offers courses telling you how to set up your own business. They have really good resource people there too. I went to the small business classes and it's very much oriented to opening up a shop-type store, not so much focussed on freelancers, but I did learn a lot.
They also sell a guide to help you set up your business plan and have people who will work with you to make the plan solid.

"Montreal Entrepreneurs Guidebook"
There are also a bunch of books at the Bibliotheque that deal with writing business plans and applying for grants and so on.

Note also that they often aren't free -- there may be a minimal ($10, say) charge.
