The .pdf itself came from the website of the American right-wing think tank, the Council for National Policy, to whom Harper gave the speech in 1997, when he was still a policy advisor for the Reform Party and did not hold any elected office. Apparently the link to the .pdf is no longer active on that site, but that's where it came from originally.
