I remember service jobs where I'd be cleaning something, or organizing something, or just doing something to be busy and to pass the time between customers, while my co-worker would be lounging across a counter complaining about how bored she was, how there was nothing to do. I would just scrub harder and grit my teeth with annoyance. As you say, there's always something to do. The people who claim otherwise are just plain lazy.

I seriously doubt that, ot at least I doubt that what you consider "slacking off" bears much resemblance most people's idea of it. With you, it's probably more like taking a well-earned break between business.
