I swear, they are all insane. Who expects anything other than emergency services to be open at 03:00? I can understand people who call the RCMP and are surprised that the sections aren't open (we are the police, and a lot of people don't understand the weird jurisdiction problems we have in Québec).
But to call for a paper? Or to report the latest scam email you got? Dude, why can't it wait until morning? Or afternoon? Why do you feel compelled to tell us that some guy from Nigeria wants your money at 03:00? Just delete the email and go to bed.
